Federation envoys often traveled aboard Starfleet vessels for political reasons, and Arcadia hosted several. One such delegate was Denobulan ambassador Xev. A prim, aristocratic woman, Xev was an accomplished mediator who saw the Federation as the "light" of the galaxy and believed in its future. Despite progressive, forward-thinking views, she was at odds with Romulan scientist Vronak, with whom she clashed over unrevealed circumstances.

Xev traveled aboard Arcadia as an observer, but would not hesitate to share her views if she felt Federation policies were at stake.

This character was an homage to Enterprise's Denobulans. Her name was a tip of the hat to Xev on the sci-fi series Lexx^[1].
